2010 Charlie B. Snow Invitational Tournament

Dates: July 8th through July 18th

The twelfth Annual Charlie B. Snow Invitational Tournament sponsored by the Saco/Maremont Little League and co-sponsored by Saco & Biddeford Savings Institution and Saco Bay Rotary Club.

While it is hard to believe this is now the Twelfth year of the Tournament, this means that hundreds of 11 and 12-year-old baseball players have had the opportunity to play more baseball. Although it is impossible to foresee every problem that may arise, we want to make sure that everyone knows the basic rules that guide this Tournament.

1. We are going to use the pool play and crossover format. This means that each team will have a minimum of three (3) games (unlike double elimination). This has the advantage of making the schedule more predictable for families. The specific format will depend upon the number of teams. The dates for the Tournament are July 8th through July 18th.

2. You must return your completed roster by fax (282-5968) or e-mail to TAGauthier2@maine.rr.com or danap@maine.rr.com, and mail the fee of $200. Please provide accurate e-mails and cell phone numbers for your manager and/or coaches. You do not need birth certificates, but all players must be insured through your league. The rosters will be available to the umpires and Tournament Directors at each field. Unless pre-approved by the tournament director Saco Little League requires that the President of your league sign off on the roster to assure that there are no 11 and 12-year-old "A" All-Star players registered to play. Team rosters must be made up of players only from your league, as there may not be any “combination” teams.

3. If you know of anyone who might want to umpire, please have him or her call, fax, or e-mail.

4. Please arrive at least one-half hour before game time for warm-ups and infield. We will start promptly. Do not assume a rainout. We operate the fields so games will be canceled only when necessary.

5. The deadline for registering teams is July 3rd so that we can create a schedule sufficiently in advance of the start date. We do hope to avoid doubleheaders but be flexible if weather means change.

6. Little League Tournament “A” pitching and substitution rules apply. Managers will be expected to e-mail their pitching affidavits on or before 9:00AM the day after their game that pitching information will be available to all team managers for their records; therefore it will be imperative that this information be sent as stated in this memo. The affidavits may control any controversy so please remember to complete it after each game. Failure to comply with these rules may result in a forfeit for breach of tournament rules. Please read the rules on the Little League website or in your handbook.

7. The automatic 10 run rule will be in effect after four innings. Fortunately, we have had few of these games over the years. We do have time constraints for darkness and do not want to see any team unfairly beaten.

8. We encourage the highest caliber of sportsmanship so this means that umpires have a great deal of discretion as to the conduct of managers, players, coaches, and fans. The Saco/Maremont Little League has a zero tolerance policy. If a manager, coach, or fan is removed from a game, that person is barred by Saco Little League Rules from attendance at games for the remainder of the Tournament. In past years, we have had very few problems. Whatever the circumstances, our greatest concern (even today) is that adult behavior impact the outcome of a game. The “zero tolerance” policy means that the umpire may declare a forfeit if, in his or her opinion, the behavior of managers or fans is disrupting the game or otherwise impacting the children. Please remember that these are children. Although this Tournament has become more competitive each year, it is also still a friendship tournament intended to give kids an opportunity to play more baseball. There is no need to excite the kids or the fans with excessive emotion. Everyone is doing his or her best, and all of our volunteers give up their summer to help. Any final decisions will be made by the Tournament Directors and those decisions will be binding. With your cooperation, we hope to avoid any controversy. I must add, however, that by participating in this Tournament, you are agreeing to the Little League Baseball’s Code of Ethics and these Tournament Rules. We intend for this to be a positive experience for children and unfortunate loud, boisterous, rude, and sometimes even violent behavior is having an ever-increasing impact on youth sports nationwide. Please explain this Code of Ethics and the Tournament Rules to all adults involved with your team.

9. The Tournament will provide game baseballs. Only a manager and two coaches in the dugout. No other minors except players.

PLEASE MAKE NOTE THE TOURNAMENT SCHEDULE RUNS FROM JULY 8TH TO JULY 18TH. IN THE EVENT BAD WEATHER FORCES CANCELATION OF GAMES THIS MIGHT MEAN THE TOURNAMENT MAY NOT END ON THE 18TH AS STATED BUT WOULD BE PUSHED OUT TO POSSIBLY THE NEXT DAY. IT HAS BEEN OUR MISSION TO MAKE EVERY EFFORT TO STAY ON SCHEDULE BUT WE ALSO WILL NOT PUT THE PLAYERS AT RISK SIMPLY TO DO SO. ALL TEAM MANAGERS AND COACHES SHOULD ADDRESS THIS WITH THE PARENTS OF YOUR PLAYERS, IN THE EVENT THE RESCHEDULING BECOMES A REALITY.
